    IDB Board Approves Climate Change Initiative

    Climate change initiative approved by the Inter-American Development Bank

    Will lead to new support for renewable energy and energy efficiency projects

    A Sustainable Energy and Climate Change Initiative approved by the Board of Directors of the Inter-American Development Bank will help the countries of Latin America and the Caribbean to expand the use of renewable energy and energy efficiency technologies, increase their access to international carbon finance, and support efforts to adapt to climate change.

    The initiative calls for action in four key areas:

    In the first, the IDB will help countries to assess their potential for renewable energy and energy efficiency to meet their energy needs. It will also work to minimize regulatory, institutional, and financial barriers to making investments in these areas while increasing incentives. In addition, the IDB will finance renewable energy and energy efficiency projects.

    The initiative also calls for the IDB to help countries assess their potential as producers of biofuels, promote policies that support biofuel development, and finance biofuel projects and the adaptation of new biofuel technologies.

    In the area of greenhouse gas reduction, the Bank will develop so-called Clean Development Mechanism (CDM) projects in which entities in industrialized countries receive credit in exchange for financing projects in developing countries that reduce greenhouse gas emissions. The IDB will work to lower transaction costs and risks for such operations as well as strengthen the capacity of the region’s countries to participate in the international carbon market.

    Finally, the IDB will consider the risk of climate change in operations in its borrowing countries, particularly to reduce the vulnerability of urban and regional infrastructure and rural communities.

    In the past year the IDB approved financing for a number of projects to promote sustainable energy and climate change mitigation. The included the following:

    In June of this year the IDB will present an action plan that establishes targets, milestones, time frames, responsibilities for priority actions and a budget for activities included in the initiative. The plan will also include activities for raising awareness and providing technical support to IDB staff and the Bank’s clients. In addition, the Bank will meet with donor agencies to establish financial contributions for the initiative.

    The new initiative and action plan follow a series of studies and events that the Bank has undertaken to identify opportunities and needs for renewable energy, energy efficiency and climate change mitigation and adaptation. Last November the IDB held a regional conference, “Sustainable Energy and Climate Change Investment in Latin American and the Caribbean” in which decision-makers from the public and private sectors discussed how to increase investments in sustainable energy in the priority areas of energy production, housing, transportation and industry, as well as opportunities for climate change mitigation and adaptation.

    Banco Interamericano de Desarrollo aprueba iniciativa de cambio climático

    Iniciativa originaría nuevo apoyo para proyectos de energía renovable y eficiencia energética

    Una Iniciativa de energía sostenible y cambio climático aprobada por Directorio Ejecutivo del Banco Interamericano de Desarrollo, ayudará a los países de América Latina y el Caribe a expandir el uso de energía renovable y tecnologías de eficiencia energética, además de aumentar su acceso al financiamiento de carbono internacional y apoyar los esfuerzos para adaptarse al cambio climático.

    La iniciativa destaca cuatro líneas claves de acción:

    Primero, el BID ayudará a los países a evaluar su potencial en intervenciones de energía renovable y eficiencia energética para cubrir sus necesidades energéticas. Simultáneamente aumentará los incentivos y ayudará a minimizar las barreras regulatorias, institucionales y financieras para lograr inversiones en estas áreas. Además, el BID financiará proyectos de energía renovable y eficiencia energética.

    Esta iniciativa impulsa a que el BID ayude a los países en la evaluación de su potencial como productores de biocombustible, promoción de políticas que apoyen el desarrollo de biocombustible, y financiamiento de proyectos y adaptación de nuevas tecnologías de biocombustible.

    En el área de reducción de gases de invernadero, el Banco desarrollará el llamado Mecanismo de Desarrollo Limpio (MDL) en proyectos del BID, a través por el cual las entidades en países industrializados reciben crédito a cambio del financiamiento de proyectos en países en desarrollo para la reducción de emisiones contaminantes. El BID trabajará en reducir los costos de transacción y riesgos para aquellas operaciones, además de fortalecer la capacidad de los países en la región para participar en el mercado de carbono internacional.

    Finalmente, el BID considerará el riesgo de cambio climático en las operaciones dentro de sus países prestatarios, particularmente para reducir la vulnerabilidad de las infraestructuras urbana y regional, además de las comunidades rurales.

    El año pasado, el BID aprobó financiamiento para una cantidad de proyectos que promueven la energía sostenible y la litigación del cambio climático. Éstos incluyeron los siguientes componentes:

    En junio de este año, El BID presentará un plan de acción que establezca metas, hitos, plazos y responsabilidades para acciones prioritarias, además de un presupuesto para las actividades incluidas en la iniciativa. El plan también incluirá actividades para crear conciencia y proveer soporte técnico a los empleados del BID y sus clientes. Además, el Banco se reunirá con las agencias donantes para establecer las contribuciones financieras para la iniciativa.

    La nueva iniciativa y plan de acción son resultado de una serie de estudios y eventos que el Banco se ha comprometido a llevar a cabo para identificar las oportunidades y las necesidades de energía renovable, eficiencia energética, y litigación y adaptación de cambio climático. En noviembre pasado, el BID realizó una conferencia regional, “Energía sostenible e inversión en cambio climático en América Latina y el Caribe”, en donde las personas claves en la toma de decisiones de los sectores público y privado se dieron cita para analizar las posibilidades de aumentar la inversión en energía sostenible en áreas prioritarias de producción de energía, vivienda, transporte e industria, además de las oportunidades para la litigación y adaptación de cambio climático.
