    Brazil Creates 22 New National Research Institutes

    Brazil’s National Council for the Development of Science and Technology (CNPq) just announced the creation of 22 new National Institutes of Science and Technology (INCTs), bringing the number of such national institutes to 123, with total financial resources for R&D of R$581 million.  Nine of the new INCTs will go to São Paulo (SP), four to Rio de Janeiro (RJ), and one apiece to Amazonas (AM), Bahia (BA), Ceará (CE), the Federal District (DF), Minas Gerais (MG), Piauí (PI), Rio Grande do Norte (RN), Rio Grande do Sul (RS) and Santa Catarina (SC).

    Each new INCT is anchored by an existing University or research foundation.  Among them are those on energy, environment and biodiversity [to be based at the University of the State of Amazonas (UEA)]; health technology [to be based at the Federal University of Bahia (UFBA)]; electrical energy [to be based in MG at the Federal University of Juiz de Fora (UFJF)]; materials science and nanotechnology [to be based at the State University of São Paulo (UNESP)]; and environment studies [to be based in SP at the State University of Campinas (Unicamp)].  See the table below for some of those most relevant to the subjects covered here in The Temas Blog.

    With the addition of these new INCTs, Brazil now has 39 on health, 14 for engineering, chemistry, physics and mathematics, 11 for biotechnology and nanotechnology, 10 for social sciences, nine on agribusiness, seven on biodiversity and the environment, seven on information and communications technology (ICT), seven on the Amazon, three on Antarctica and the sea, two on nuclear research and seven on various other R&D fields.

    Most of the INCTs are funded in part by CNPq and state R&D support foundations, with help from the National Development Bank (BNDES), the Education Ministry and in some cases, the Health Ministry.  Upon announcing the new INCTs, CNPq also announced a R$31 million grant from Petrobras for energy research projects and that the state research support foundations for PI (FAPEPI) and RN (FAPERN) have joined the funding pool.

    CNPq divulga 22 novos Institutos Nacionais de Ciência e Tecnologia

    O Conselho Nacional de Desenvolvimento Científico e Tecnológico (CNPq/MCT) divulgou em 04/02 os 22 novos Institutos Nacionais de Ciência e Tecnologia aprovados pela última reunião do Comitê de Coordenação do Programa, totalizando 123 INCTs com recursos globais de R$ 581 milhões.

    Serão mais nove institutos para o Estado de São Paulo, quatro para o Rio de Janeiro, e os estados do Amazonas, Piauí, Ceará, Rio Grande do Norte, Bahia, Minas Gerais, Santa Catarina, Rio Grande do Sul e o Distrito Federal receberão a sede de mais um INCT cada.

    Áreas apoiadas

    Com estes novos institutos o Programa poderá conceder maior apoio às áreas do conhecimento e em tecnologia. Em Saúde serão 39 institutos; as Engenharias, Química, Física e Matemática contarão com 14; Biotecnologia e Nanotecnologia, 11; Ciências Sociais, dez; Tecnologias da Informação e Comunicação, sete; Amazônia, sete; Agronegócio, nove; Biodiversidade e Meio Ambiente, sete; Energia, sete; Antártica e Mar, três; Nuclear, dois; e as outras áreas com sete INCTs no total.

    Os novos Institutos foram selecionados após a análise dos pedidos de recursos das propostas não aprovadas anteriormente. O CNPq recebeu 56 pedidos de recursos que passaram por uma avaliação interna e pelas fundações estaduais de apoio à pesquisa, sendo elaborada uma proposta ao Comitê de Coordenação, que levou em consideração os argumentos apresentados pelos coordenadores, dentro dos termos do edital, e a disponibilidade de verbas para financiar os projetos.

    Os recursos disponíveis para apoiar as propostas aprovadas foram aportados pelas fundações de apoio à pesquisa dos estados que participam do Programa, Ministério da Saúde, Ministério da Educação, BNDES e contrapartida do CNPq. “Estes novos recursos permitiram que aprovássemos novos INCTs, cujo mérito científico foi reconhecido, mas ainda não haviam sido apoiados por restrições orçamentárias, explicou o presidente do CNPq, Marco Antonio Zago.

    Outra novidade é parceria com a Petrobras, que contribuirá com R$ 21 milhões a projetos selecionados na área de energia, e a inclusão das fundações de Amparo à Pesquisa do Piauí (FAPEPI) e do Rio Grande do Norte (FAPERN) na participação do Programa INCT.
