    Energy Efficiency Grant for Argentina / Donación para eficiencia energética en Argentina

    Good news, and certainly something Argentina needs urgently. Interesting that it is given as a grant rather than a loan.

    GLOBAL ENVIRONMENT FACILITY (GEF) AND WORLD BANK DONATE US$15 MILLION TO SUPPORT ENERGY EFFICIENCY IN ARGENTINA

    The World Bank approved today a US$15 million grant from the Global Environment Facility (GEF) with the aim to increase the efficiency in the use of energy and contribute to reducing greenhouse gas emissions in Argentina.

    This project will help establish regulatory and policy measures, scale up the efforts to phase out inefficient lighting, disseminate information and develop financial risk reduction instruments needed to promote energy efficiency.

    “With this grant, we are contributing to the reduction of greenhouse gas emissions by helping remove the regulatory, financial, and informational barriers that prevent activities and investments in energy efficiency and energy conservation” said Pedro Alba, World Bank Country Director for Argentina, Chile, Paraguay and Uruguay.

    These objectives will be achieved by:
    (a) Developing a solid pipeline of bankable energy efficiency projects in the industrial and commercial sectors;
    (b) Supporting an efficient lighting program implemented through electric utilities; and
    (c) Strengthening the incentive framework for energy efficiency.

    Argentina is the fourth-largest consumer of energy in Latin America, second only to Venezuela in per capita energy consumption. Total installed capacity in 2006 was 24,046 MW, 54 percent of which was thermal, 41 percent hydro power and four percent nuclear, with less than 0.1 percent renewable. Argentina’s gross domestic product (GDP) grew by 44 percent between 2003 and 2007. This high level of economic growth has led to a corresponding increase in the demand for energy, which is projected to grow by more than five percent per year.

    “Argentina has embarked upon a concerted effort to improve energy efficiency, thereby helping to reduce the need for incremental generation capacity, creating financial savings for the consumers, and ultimately reducing greenhouse gas (GHG) emissions by reducing the need for fossil fuel-based generation” says Xiaoping Wang, World Bank task manager of the project.

    This project is financed by a US$15 million Global Environment Facility (GEF) grant and will be implemented over a six-year period.

    El Fondo Para el Medio Ambiente Mundial Y el Banco Mundial donan 15 Millones de dólares para apoyar la eficiencia energética en Argentina

    El Banco Mundial aprobó hoy una donación de 15 millones de dólares del Fondo para el Medio Ambiente Mundial (FMAM) con el objetivo de aumentar la eficiencia en el uso de la energía y contribuir a reducir la emisión de gases de efecto invernadero en Argentina.

    Este proyecto contribuirá a establecer medidas tanto regulatorias como de políticas, incrementar los esfuerzos para eliminar progresivamente la iluminación ineficiente, difundir información y desarrollar los instrumentos de reducción del riesgo financiero necesarios para la promoción de la eficiencia energética.

    “A través de esta donación, estamos contribuyendo a la reducción de la emisión de gases de efecto invernadero al contribuir a eliminar las barreras regulatorias, financierase informativas que impiden las inversiones en eficiencia energética y conservación de la energía” sostuvo Pedro Alba, director del Banco Mundial para Argentina, Chile, Paraguay y Uruguay.

    Estos objetivos se lograrán por medio de:

    (a) El desarrollo de una sólida reserva de proyectos, viables desde el punto de vista económico, sobre eficiencia energética en los sectores industriales y comerciales;

    (b) El apoyo de un programa de iluminación eficiente a ser implementado por las compañías proveedoras de electricidad; y

    (c) El fortalecimiento del marco de incentivos para la eficiencia energética.

    Argentina es el cuarto consumidor de energía en America Latina, siguiendo sólo a Venezuela en cuanto a consumo per capita de energía. La capacidad instalada total en el año 2006 era de 24,046 MW, 54 por ciento de la cual correspondía a energía térmica, 41 por ciento a hidroeléctrica y 4 por ciento a energía nuclear, menos del 0.1 por ciento correspondía a energía renovable. El Producto Bruto Interno de Argentina (PBI) creció un 44 por ciento entre 2003 y 2007, este alto nivel de crecimiento económico ha llevado a un incremento correspondiente de la demanda de energía, se proyecta que esta última crezca en más de un 5 por año.

    “Argentina ha emprendido un esfuerzo combinado para mejorar la eficiencia energética, de esta manera se contribuye a reducir la necesidad de una capacidad de generación de energía que vaya en aumento, creándose ahorro financiero para los consumidores y contribuyendo a reducir las emisiones de gases de efecto invernadero (GEI) al reducir la necesidad de generación de combustible de origen fósil” dice Xiaoping Wang, gerente del proyecto del Banco Mundial.

    Este proyecto esta financiado por una donación de 15 millones de dólares del FMAM y se implementará durante un período de seis años.
