The BNDES finances renewable energy project in Piauí
- Pedra do Sal, a wind power plant project, to be conducted under the Brazilian Growth Acceleration Plan, gets R$ 72 million from the Bank
The BNDES’ Board of Directors approved a R$ 72 million loan to the wind power plant Pedra do Sal, in the city of Parnaíba, Piauí. The project is included in the Brazilian Growth Acceleration Program (PAC), with installed capacity of 18 MW.
The BNDES’ funds account for 69.47% of total investments. The remaining amount will be injected by the Special Purpose Entity (SPE) set up to manage the plant, controlled by Tractebel Energia S/A. The operation is conducted under the Alternative Energy Sources Program (PROINFA) and is organized into project financing.
It is worth noting that an Electric Power Purchase Agreement (CCVE) was signed with Eletrobrás, effective for 20 years, as of February this year. This assures a stable income, which mitigates the risk involved in the operation.
From an environmental point of view, the Environment and Renewable Sources Office (SEMAR) granted Installation and Operation licenses to the wind power plant. In addition, the project is expected to minimize the emission of greenhouse effect gases and diversify the Brazilian energy grid. Besides this, it guarantees energy in the Brazilian northeastern region as the rainy season in that area, which is the main source of hydroelectric power, is opposite to the windy season.
Locally, indirect benefits include an increase in taxes and the diversification of economic activities in the state.

- Obra do PAC, usina Eólica Pedra do Sal capta R$ 72 milhões no Banco
A diretoria BNDES aprovou financiamento no valor de R$ 72 milhões para a implantação da usina Eólica Pedra do Sal, no município de Parnaíba, no Piauí. O empreendimento está incluído no Programa de Aceleração do Crescimento (PAC) e tem potência instalada de 18 MW.
Os recursos do BNDES correspondem a 69,47% do investimento total. A parcela restante virá como contrapartida da Sociedade de Propósito Específico (SPE) formada para gerir a usina, controlada pelo Tractebel Energia S/A. A operação acontece no âmbito do Programa de Incentivo às Fontes Alternativas de Energia Elétrica (PROINFA) e está estruturada na forma de project finance.
Nesse sentido, cabe destacar que foi firmado Contrato de Compra e Venda de Energia Elétrica (CCVE) com a Eletrobrás, com prazo de 20 anos de vigência, contados a partir de fevereiro deste ano. Isso garante receita estável, que mitiga os riscos da operação.
Do ponto de vista ambiental, o parque eólico teve licenças de Instalação e Operação concedidas pela Secretaria de Meio Ambiente e Recursos Renováveis (SEMAR). Ainda com relação ao tema, o empreendimento possui o mérito de minimizar a emissão de gases de efeito estufa e atuar na diversificação da matriz energética nacional. Além disso, contribui com a segurança energética do Nordeste brasileiro, já que o regime de chuvas na região (fonte da geração hidrelétrica) é inverso ao regime dos melhores ventos.
No plano local, podem-se citar, como benefícios indiretos, o aumento da arrecadação de impostos e a diversificação das atividades econômicas do Estado.
