Promoting Renewable Energy in Costa Rica

A bill has been introduced in Costa Rica’s national assembly by Deputy José Merino del Río that aims at promoting a faster switch to renewable energy sources by exempting from taxes the following items:
- Solar water heaters for all uses whose efficiency has been certified by an accredited laboratory;
- Storage tanks for thermosyphon solar water heating systems;
- Photovoltaic panels of any capacity;
- Direct current control systems for photovoltaic panels, wind generators and hydroelectric power systems;
- AC/DC converters for photovoltaic systems, wind and hydroelectric generators;
- Deep cycle lead-acid, nickel-cadmium and nickel-iron batteries with capacities greater than 50 ampere-hours;
- Water-saving hot water heads for showers and sinks, with consumption less than 9.5 liters/minute;
- Efficient halogen and fluorescent lights;
- Wind and hydroelectric generators for use unrelated to the private generation of electricity (regulated by Law 7200);
- Frequency and voltage control equipment for wind and hydroelectric generators;
- Direct current household appliances for use with photovoltaic panels, wind generators and hydroelectric power;
- Materials to build equipment to harness renewable energy;
- Tempered glass with less than 0.02% of iron content;
- Thermal insulators for photovoltaic panels such as as polisocianurato or polyurethane, the additives to make them, or both;
- Plates and tubes for water heaters;
- Aluminum sheets specific to building solar water heaters;
- Thermal insulation for water pipes;
- Any insulation useful to improving the thermal insulation of water storage tanks heated by solar systems;
- Instruments for measuring variables related to renewable energy, such as measuring temperature, fluid pressure gauges, anemometers to measure the direction and wind speed and solar radiation meters;
- Pumping systems powered by photovoltaic and wind systems;
- Solar refrigerators and cookers;
- Ram pumps.
