IDB approves $70 million for environmental sanitation program in Ecuador
Loan will support phase II of project in Municipal District of Quito
The Inter-American Development Bank approved $70 million for phase two of an environmental sanitation program that will provide residents of Quito, Ecuador, with efficient and sustainable long-term water, sewer and flood control services.
The borrower and executing agency of the loan is Empresa Metropolitana de Alcantarillado y Agua Potable de Quito (EMAAP-Q).
The main objectives of this program are to make water and sewer services in Quito financially sustainable over the long term; to make investment in and operation of EMAAP-Q operated systems economically efficient; to assure universal access to water, sanitation and flood control services for residents of Quito, many of whom now supply themselves with water of poor quality; and to provide proper disposal of sewage and thereby reduce the risk of waterborne diseases.
The program includes several components: potable water works, sewer works, flood control works, slope management, institutional strengthening of the Operations and Maintenance Department, strengthening of EMAAP-Q and strengthening of the municipal government.
This is the eighth loan approved to support water and sanitation services provision in Quito which today enjoys good quality service and high levels of coverage within the Municipal District of Quito.

Préstamo apoyará Fase II de proyecto en Distrito Metropolitano de Quito
El Banco Interamericano de Desarrollo aprobó hoy un préstamo de 70 millones de dólares para la segunda fase de un programa de saneamiento ambiental que brindará servicios de agua potable, alcantarillado y control de inundaciones en forma eficiente y sostenible a los residentes de Quito.
La entidad prestataria y ejecutora del proyecto es la Empresa Metropolitana de Alcantarillado y Agua Potable de Quito (EMAAP-Q).
Los principales objetivos de este programa son: asegurar sostenibilidad financiera a largo plazo de los servicios de agua y alcantarillado en Quito; lograr eficiencia económica en la inversión y operación de los sistemas operados por EMAAP-Q; asegurar acceso global a servicios de agua potable, saneamiento y control de inundaciones para los residentes de Quito (muchos de los cuales se autoabastecen de agua de mala calidad); y disponer adecuadamente de las aguas servidas, reduciendo así el riesgo de enfermedades generadas en el agua.
Los componentes del programa incluyen: obras de agua, de alcantarillado y de control de inundaciones, manejo de laderas, fortalecimiento institucional de la Gerencia de Operación y Mantenimiento y de la EMAAP-Q.
Éste es el octavo préstamo del BID para la provisión de servicios de agua y saneamiento en Quito, cuyo Distrito Metropolitano actualmente recibe servicios de buena calidad y altos niveles de cobertura.

1)How will this loan be paid back? Will the water tariffs be increased? For all users?
2) Is there any clear target against which the outcomes can be benchmarked?
3) Will a private partner be involved in operating this new infrastructure?
