    Lanzan Instrumento de Apoyo a la Eficiencia Energética para las Empresas

    CORFO* y el Programa País de Eficiencia Energética, con el apoyo de la CNE** y el INN#, crearon una nueva línea de apoyo orientado a mejorar la eficiencia en el consumo energético en las empresas.

    Se trata del instrumento de apoyo a la Preinversión en Eficiencia Energética, que operará a través de CORFO, el cual cofinanciará estudios orientados a identificar y evaluar técnica, económica y financieramente diversas alternativas de inversión para la optimización del uso de los recursos energéticos al interior de las empresas.

    Podrán acceder a él aquellas que demuestren ventas netas anuales inferiores a 1.000.000 UF##, las que podrán acceder a cofinanciamiento CORFO por hasta 70% del costo total del proyecto, con un tope de 300 UF.

    Las empresas que postulen a este instrumento, podrán aplicar un programa que contemple una auditoria, un plan de implementación de medidas de eficiencia energética y un proyecto de inversión específico, los cuales les permitirán identificar y dimensionar los costos asociados a los consumos de energía a través del tiempo; estimar el potencial de eficiencia energética, tanto para los procesos productivos como para otras actividades; y definir acciones y medidas para lograr optimizar su consumo energético, todo lo cual aumenta la competitividad de la empresa en los mercados. Finalmente, la consultoría podrá contemplar el desarrollo de un proyecto de inversión específico, seleccionado de entre las medidas propuestas en el plan de implementación.

    “En el sector industrial, la eficiencia energética tiene por objeto reducir los costos de producción, contribuir al cumplimiento de las exigencias ambientales, reducir la dependencia energética y mejorar la competitividad global”, señaló el Ministro Ferreiro.

    La creación de este instrumento surge como parte de la política gubernamental de contribuir al uso eficiente de la energía. Actualmente el potencial de eficiencia energética de la economía chilena se ha estimado en 1.5% anual y, en particular, el del sector industrial y minero -responsable de casi 40% del consumo total de energía en el país- en rangos de entre 1,9% y 4,5%, según sea el sector analizado. Además, estudios encargados por el Programa País de Eficiencia Energética (PPEE) y la Comisión Nacional de Energía (CNE) advierten, entre otras cosas, un desarrollo incipiente del mercado de consultores que apoyan a las empresas en el uso eficiente de energía. Otros hechos detectados apuntan a la necesidad de reducir el crecimiento de la demanda de energía en relación con el crecimiento del PIB, y contribuir a la competitividad de las empresas, incorporando una gestión eficiente de la energía.

    Se espera que la puesta en marcha de este instrumento contribuya a impulsar el mercado de servicios energéticos en Chile; generar una cartera de proyectos para mejorar la Eficiencia Energética en las PYMEs y potenciar acciones futuras de manera de lograr las inversiones necesarias para mejorar efectivamente este ámbito.

    Instrument Launched to Aid Energy Efficiency in Enterprises

    CORFO* and the Energy Efficient Country Program, with the help of CNE** and the INN#, created a new line of assistance oriented to improving efficiency in the energy consumption of enterprises.

    This refers to the assistance instrument for pre-investment in energy efficiency that will be operated through CORFO, which will co-finance studies to identify and technically, economically and financially evaluate diverse investment alternatives for the optimization of the use of energy resources within enterprises.

    It can be used by those that demonstrate annual net sales under 1,000,000 UFs##, who can get CORFO co-financing for up to 70% of the total cost of the project, with a limit of 300 UF.

    The enterprises that apply for this instrument can apply it to a program that contemplates an energy audit, an implementation plan of energy efficiency measures and a specific investment project, which will permit them to identify and work out the associate costs of energy consumption over time; to estimate the energy efficiency potential, as much for the production processes as other activities; and to define actions and measures to achieve optimized energy consumption, all of which augments the competitiveness of the enterprise in the marketplace. Finally, the consultation can contemplate the development of a specific investment, selecting between the proposed measures in the implementation plan.

    “In the industrial sector, energy efficiency has as its objective reducing production costs, contributing to compliance with environmental demands, reducing energy dependence and improving global competitiveness,” indicated Minister Ferreiro.

    The creation of this instrument comes about as part of the government policy to contribute to the efficient use of energy. Currently the energy efficiency potential of the Chilean economy has been estimated at 1.5% annually and, in particular, the industrial and mining sector — responsible for almost 40% of total energy consumption in the country — in ranges of 1.9% to 4.5%, according to sector analysis. In addition, studies commissioned by the Energy Efficient Country Program (PPEE) and the National Energy Commission (CNE) suggest that, among other things, a growing incipient market of consultants helping enterprises in the efficient use of energy. Other detected facts point to the need to reduce the growth in energy demand related to GDP growth, and contribute to the competitiveness of enterprises, incorporating efficient energy management.

    It is hoped that launching this instrument will contribute to prompting an energy services market in Chile; generate a portfolio of projects to improve energy efficiency in SMEs, and in this way to enable future actions to gain the necessary investments to effectively improve this field.
