    [Temas Note: This is not ECLAC/CEPAL’s first foray into corporate social responsibility (CSR)/responsabilidad social empresarial (RSE) — see, for example, the 2004 ECLAC/CEPAL report reviewed in the Temas Reading List section for Industry. I have had on the schedule a piece on the growing CSR/RSE movement in Latin America and the Caribbean (LAC) and some of its key players since I first launched this blog, but had not yet gotten to it (so much to cover, so little time!). But I will, and soon!]

    Promoting Corporate Social Responsibility among Caribbean Companies

    Project seeks to identify new business opportunities and create national capabilities to connect environmental and social achievements to the development of economic sectors.

    The companies of Latin America and the Caribbean have demonstrated important achievements in corporate social responsibility (CSR), the result of managerial practices aimed at balancing economic objectives with social and environmental objectives, given the impact these have on the image and reputation of a company. Nevertheless, there is still a long way to go in terms of developing a more integrated vision that assigns value to each objective within the combination of corporate strategies.

    To this end, there is a new project “Promoting corporate social responsibility among SMEs in the Caribbean,” cemented by a Memorandum of Understanding signed today in Panama City during the seminar “A North/South – East/West Dialogue on Innovation and Collaboration: A Business Labs Regional Best Practices Seminar”, organized by the Organization of American States (OAS) and the Young Americas Business Trust (YABT).

    The memorandum was signed by José Luis Machinea, Executive Secretary of the Economic Commission for Latin America and the Caribbean (ECLAC), Ambassador Alfonso Quiñónez, Executive Secretary for Integral Development with the General Secretariat of the OAS, James Moss Solomon, President of the Caribbean Association of Industry and Commerce (CAIC), and Roy Thomasson, Chief Executive Officer of YABT.

    The ceremony was also attended by Martín Torrijos, President of the Republic of Panama, José Miguel Insulza, Secretary General of the OAS, and Susan McCoy, Director General of the Politics, Strategic Planning and Management Division of the Canadian International Development Agency (CIDA), which is financing the project.

    For ECLAC, which is participating through its Statistics and Economic Projections Division as well as its offices in Washington and Trinidad & Tobago, this project represents an excellent opportunity to continue working and extending its efforts to promote CSR across the region. This project seeks to create national capabilities to connect environmental and social achievements to the development of key economic sectors. It will also allow companies to identify new business opportunities in potential markets, such as the carbon trading market, as well as information technology and others, by analyzing the chains of value in key economic sectors.

    Since the start of the Global Compact (GC) – a United Nations initiative that seeks to encourage companies to adopt universal values and responsible business practices throughout the world – Latin America and the Caribbean have made important progress. More governments – national and local – have begun incorporating the principles of GC into their programmes, both explicitly and implicitly. Some have even signed on to the initiative, such as the government of Mexico in 2005. ECLAC will continue working with the governments of the region to encourage more of them to commit themselves to the initiative.

    Promueven Responsabilidad Social Empresarial en las corporaciones del Caribe

    Proyecto busca identificar nuevas oportunidades de negocios y crear capacidades nacionales para vincular el desempeño ambiental y social con el desarrollo de sectores económicos.

    Las empresas de América Latina y el Caribe han mostrado importantes avances en la responsabilidad social empresarial (RSE), como resultado de prácticas gerenciales tendientes a equilibrar los objetivos económicos con los objetivos ambientales y sociales, dado el impacto que estos últimos tienen sobre la imagen y reputación de la empresa. Sin embargo, aún falta mucho por hacer en términos de una visión más integral que permita valorar cada objetivo en el conjunto de la estrategia empresarial.

    Para avanzar en este ámbito, se ha creado el proyecto “Promoción de responsabilidad social empresarial en las pequeñas y medianas empresas en el Caribe”, para el cual se firmó un Memorandum de Entendimiento hoy en la ciudad de Panamá, durante el seminario “A North/South – East/West Dialogue on Innovation and Collaboration: A Business Labs Regional Best Practices Seminar”, organizado por la Organización de los Estados Americanos (OEA) y el Young Americas Business Trust (YABT).

    El Memorandum fue firmado por José Luis Machinea, Secretario Ejecutivo de la Comisión Económica para América Latina y el Caribe (CEPAL), el Embajador Alfonso Quiñónez, Secretario Ejecutivo para Desarrollo Integral de la Secretaría General de la OEA (SG/OEA), James Moss Solomon, Presidente de la Asociación Caribeña de Industria y Comercio (Caribbean Association of Industry and Commerce – CAIC), y Roy Thomasson, Director Ejecutivo del Fondo para los Jóvenes Empresarios de los Américas (YABT).

    La ceremonia contó con la presencia de Martín Torrijos, Presidente de la República de Panamá, José Miguel Insulza, Secretario General de la OEA, y Susan McCoy, Directora General de la División de Política, Planificación Estratégica y Gestión de la Agencia Canadiense de Desarrollo Internacional (Canadian International Development Agency – CIDA), patrocinador del proyecto.

    Para la CEPAL, que participará a través de su División de Estadísticas y Proyecciones Económicas, y sus oficinas en Washington y Trinidad y Tabago, este proyecto representa una excelente oportunidad para continuar trabajando y extendiendo sus esfuerzos en la región en el tema de la RSE. Con él buscará crear capacidades nacionales para vincular, en un marco público-privado, un buen desempeño ambiental y social de las empresas con el desarrollo de sectores económicos claves. También permitirá a las empresas identificar nuevas oportunidades de negocios en mercados potenciales, como el mercado de bonos de carbono, de tecnologías de información y otros, mediante el análisis de cadenas de valor de los sectores económicos clave.

    Desde el trabajo en la región del Global Compact (GC) – iniciativa de las Naciones Unidas que busca fomentar el apoyo a valores universales y los negocios responsables en el mundo – se ha podido observar que la RSE en América Latina y el Caribe ha exhibido importantes avances. Más gobiernos – nacionales y locales – han ido incorporando en muchos de sus programas, explícita e implícitamente, los principios del GC, e incluso ya hay gobiernos que han adherido a esta iniciativa; como el gobierno de México en 2005. El objetivo de la CEPAL es seguir trabajando con los demás gobiernos de la región de tal manera que cada vez sean más los que se comprometan con ella.
