IDB announces $100 million loan to Chile for rural sanitation program
Project to reduce deficit of potable water and sewerage systems
The Inter-American Development Bank approved today a $100 million loan to Chile for a rural sanitation program to improve the quality of life of people living in dispersed communities. The program will contribute to the Chilean government’s goal of expanding coverage to all rural inhabitants, providing them with a level of service equivalent to that of their urban neighbors.
“The majority of the population of Chile already enjoys excellent water and sewerage services,” said IDB team leader Christopher Jennings. “This program will reduce the coverage deficit in those rural areas that are the exception.”
“Cost-efficient and sustainable solutions will be provided by the construction of rural potable water and sewerage projects; and the repair, rehabilitation and replacement of existing wastewater treatment plants. The program will also include activities to ensure community participation in the development of individual projects, support implementation, and provide them with the technical skills necessary for operation and maintenance,” added Jennings.
The IDB financing for the program will be a performance driven loan to build 9,000 new potable water and 45,300 new sewerage connections for rural households. Also 60 existing wastewater treatment plants will be repaired, rehabilitated or replaced.
This project was developed in line with the IDB 2006-2010 strategy with Chile to foster growth while improving equality of opportunity and social inclusion.
The loan will be for a 10-year term and a 5-year grace period, at an adjustable interest rate. Local counterpart funds will match the IDB loan.

Proyecto reducirá el déficit de sistemas de agua potable y alcantarillado
El Banco Interamericano de Desarrollo aprobó hoy un préstamo de 100 millones de dólares a Chile para un programa de saneamiento rural que mejorará la calidad de vida de pobladores en comunidades dispersas. El programa contribuirá al objetivo del gobierno chileno de ampliar la cobertura a todos los pobladores rurales, proporcionándoles el mismo nivel de servicios que se brinda en las zonas urbanas.
“La mayor parte de la población chilena disfruta de excelentes servicios de agua potable y alcantarillado”, afirmó el jefe del equipo del BID Christopher Jennings. “Este programa reducirá el déficit de cobertura del servicio que aún sufren algunas zonas rurales alejadas”.
“Se ofrecerán soluciones económicas y sostenibles mediante la construcción de proyectos rurales de agua y alcantarillado y con la reparación, rehabilitación y substitución de plantas ya existentes para tratamiento de aguas servidas. El programa también incluye actividades para asegurar la participación de la comunidad en el desarrollo de los proyectos individuales y ofrecer las capacidades técnicas necesarias para su operación y mantenimiento”, añadió Jennings.
El financiamiento del BID al programa será un préstamo en función del desempeño para la instalación de 9.000 conexiones nuevas de agua y de 45.300 de alcantarillado para hogares rurales. También incluye la reparación, rehabilitación o sustitución de 60 plantas existentes de tratamiento de aguas servidas.
Este proyecto fue desarrollado conforme a la estrategia del BID con Chile para 2006-2010 de impulsar el crecimiento y al mismo tiempo incrementar la igualdad de oportunidades y la inclusión social.
El préstamo se otorga a un plazo de 10 años y un período de gracia de 5 años, con una tasa de interés variable. Los fondos de contraparte local serán iguales al monto del préstamo del BID.
