 Costa Rica: Biofuel Development Bill Introduced
 On 26 April 2005 a bill was introduced in the Costa Rican national assembly to promote research, development, generation and use of biofuels and oleochemical derivatives. The bill's definition of former is broad: it includes bioethanol, biodiesel, biomethanol, bio-dimethyl ether, synthetic biofuels, biohydrogen, and pure vegetable oils (PVOs). The bill would put biofuel development policy in the hands of the Environment & Energy Ministry (MINAE) through a new National Biofuels Office (ONABI) advised by a Natoinal Biofuels Council, which would be empowered to set quality norms and standards for biofuels and oleochemical derivatives, pick projects for government support, set the mandatory percentage of biofuel content in gasoils and napthas, etc.
