 Mexico: Bill Introduced to Promote Bio-Energy
 On 06 December 2005 a bill was introduced in the Mexican Congress which would create a high-profile government program to promote "bio-energy" -- biofuels such as ethanol, methanol, biodiesel, pure vegetable oil (PVO), as well as hydrogen and methane, plus electricity generated through the combustion of biomass. In addition to creating an oversight body and mandating government agencies and entities to support (including financially) research, development and deployment of such energy sources, the bill would allow for the creation of special economic instruments toward the same end. The bill specifies that all projects supported by the government must lead to a reduction in greenhouse gas emissions.
